Highly fragmentary but probably not closely related to Harpagornis or the modern Aquila. It definitely has more of a golden sheen than the white-belly. When researching the history of <i>Aladdin</i>, I found the same issue: that the original tales were generally set further east, but that the <i>Aladdin</i> story was not among them and was added much later. I think I was unable to pinpoint exactly where that tale was supposed to have been set - and when - but I think it's safe to assume that Disney rendition was intended to be set in the middle east (though time period is another question.
